So, I am not the only one coming up with that idea. Great! And I like your starting ideas as well.

I also only have rough outlines but I will throw it out here as well since you asked for brainstorming.

I will start with what I have got on rise of the dragonlords (none of this is playtested at all so is probably broken in several ways, but it might be a good start of discussion):

Overlord (3-5 players)
One player is the overlord. The other players are playing as a team against the overlord. They are called Allied players.

Goal: When the overlord have 8 dragon runes or if all other players are eliminated the overlord wins.
If the capital stronghold of the overlord is captured all other players win the game. (not sure on the goal at all)

Clarifications
Overlord - the Overlord player
Allied players - All players except the Overlord player. When determining the number of Allied players, always use the number at the start of the game -- this number is not decreased if an Allied player is eliminated. When the symbols OO, OOO, OOOO stands for the number of Allied players.

Special rules
When attempting diplomacy all players (except the Overlord, see below) count gold results as silver results instead.
Instead of "the player to your left" making decisions for neutral unaligned units, the overlord will make all such decisions. Un-allied neutral units are still not considered units of the Overlord.
Overlord player have the following special rules:
You start the game with your capital stronghold development card in play (replace the starting stronghold with your capital stronghold)
When moving to an area with neutral unaligned units, you always counts as having attempted diplomacy with a silver results.
You cannot have Quest cards.
Instead of your usual Order cards you have another set of Order cards specific to the Overlord.

Harass (1)
Gain tactics cards based on your resource dials plus 1.
Supremacy bonus: Activate an area.

Dominate (2)
OO: Choose up to 2 uncontrolled areas.
OOO: Choose up to 3 uncontrolled areas.
OOOO: Choose up to 4 uncontrolled areas.
You may place up to 3 triangle units, 2 circle units, 2 rectangle units or 1 hexagon unit in each chosen area.
Supremacy bonus: Choose an uncontrolled area, move any number of neutral units from that area into an adjacent area (this may initiate an battle).

Expand (3)
You may move each uncontrolled neutral unit to an adjacent uncontrolled area, then each friendly unit and hero may move to an adjacent friendly or empty area.
Supremacy bonus: Build 1 stronghold in any friendly area for 1 wood and 1 ore, or recruit units based on 1 of your resource dials.

Invade (4)
OO: Activate up to 2 areas.
OOO: Activate up to 3 areas.
OOOO: Activate up to 4 areas.
Each activation must be fully resolved before proceeding with the next one.
Supremacy bonus: Remove one of these activation tokens.

Control (5)
Reset the resource dials based on the areas you control then gain any bonuses from developments.
Supremacy bonus: Gain bonuses from each city you control.

Amass (6)
OO: Recruit units based on all three of your resource dials.
OOO: Recruit units based on all three your resource dials then recruit again from one of your dials.
OOOO: Recruit units based on all three your resource dials then recruit again from two different dials.
Supremacy bonus: Discard 1,2 or 3 influence tokens and draw an equal amount of hero cards, then choose 1 to keep.

Entrench (7)
OO: Choose two different items from the list.
OOO: Choose three different items from the list.
OOOO: Choose four different items from the list.
Build 1 stronghold for 1 wood and 1 ore.
Repair 1 damaged strongholds for 1 ore.
Build 1 development tokens for 1 wood.
Build 1 development card for the cost indicated on the card.
Gain influence based on your resource dials plus 1.
Draw and reveal 1 Quest reward (discard and re-draw if you reveal Timmorran Shards). Place this on any hero in a friendly stronghold.
Choose two friendly areas, pick up all rune tokens then place up to 1 rune token in each chosen area.
Supremacy bonus: Choose 1 additional item from the list (this may be one previously chosen).

Besiege (8)
Activate 1 area. +3 strength vs strongholds. Put one activation token from each Allied player in the activated area.
