This is a very important note. Even if the adjacent empty friendly areas are full (or would be overstacked if the retreating units went there), you must still retreat there. The only way you can go to an empty area is if there are absolutely no friendly areas adjacent.
The only kind of exception to that, based on rulings from Corey, is if any friendly adjacent areas are across impassible borders; in that case, you can ignore them for the purposes of the retreat, even if you have flying units (although you could choose to move the flying units there and just destroy the non-flying units who can't get there).
