You did play by the revised rules, right?
So, you should have 4 runes and 4 fake runes out in the open (they are not allowed to be at the border of your home realms!) You need 6 runes for an attempt to win. How did it take you 3 years in order to fight over them? BeerAndBoard is right, it takes a few seasons to gather resources and muster units. But then, the clashing should begin^^
