Hmm, interesting. Looks like a pretty big translation error to me. The English rules do not say the same thing:"When a figure becomes routed, its owner tips the figure onto its side. Routed units and heroes cannot move. Routed units cannot draw cards during battle"
The rule in the english rule specifically only says Units cannot draw during battles, but the definitions make it clear that Heroes are not units. Also, as I mentioned above, the English rules specifically say that during a duel, a defending hero that is routed is treated like it's NOT routed during the duel.
That would explain the confusion, but it looks like when the rules were translated, the person changed the rule. I'm not sure why or how, but it's definitely different than the English rules.
However, for completeness sake, I'll send this to the designer, and have it added to the document of rulings I've been compiling when I get a response.
