Well, besides the addition of a few new races, an alternative map generation system, and the introduction of some naval aspects to the game might be enough for an expansion. Without much of a threat to player interaction.
If they have to rewrite a good chunk of the game just to make 5-6 player interaction work, I don't think that's a good solution, honestly.
The Naval aspect is very low on my list of wants - it didn't work very well in Battlemist: The Sails of War.
I think part of the delay may be that all that is really "needed" are new races (and those are just extra themselves). Changes to units and mechanics or gameplay don't really need to happen, and when FFG produces expansions, usually it's more than just new races/factions/whatever.
Runewars works just fine as-is. While certain extras and new features are always cool, I don't want them to just slap something together just to get a new expansion out. It will need to provide something positive to the game without wrecking the existing dynamics.
