To the OP: What about Sid Meier's Civilization: The Board Game? Although it has PvP, you need combat mainly to remove the neutral villages. There are four ways to victory: via culture, via techs, via coins and via war. If you remove the last option, the game would offer everything you want.
Another option would be Merchant of Venus (second edition) :meeple:
