One change that isn't in the document is that Heroes can move during Moblize and Conquer orders now, as well. They can move out of activated areas (except Commanders, they still cannot) and can move through enemy areas to get there, but have to end up in the activated area.
It's buried in the Card Changes, but it's there, though the details are not.
