I got an answer from Corey about the Flooded Area tokens; look like I was wrong in my initial interpretation:MY QUESTION
It's been ruled previously that if a hero reveals a "Flooded Area" token, he can still do a quest phase if the area he moves to is valid for one of his quests.
However, does the hero reveal the Exploration Token in the new area? There is nothing that specifically says a hero can't explore two tokens in one turn. While I know you wouldn't reveal another token if you move AFTER questing (via the results of the quest), since this is happening before the quest, I can see it being the case that you reveal the token before doing so.
COREY'S ANSWER
The hero would not reveal an additional Exploration card after the Flooded Area token moves him. Exploration tokens are only resolved when ending the hero's standard movement during the quest phase.
