I disagree. I wouldn't really ever spend 6 influence (unless maybe a whole bunch of the strong neutrals were grouped together and I knew there was only 1 'gold' in the deck left with 6 cards left), but during a Mobilize order, I have found it not to be uncommon at all for a player to spend an influence or two to draw for diplomacy; often, this isn't necessarily just to get a "gold" result, but usually even the "grey" result would be beneficial. This is most common near the beginning of the game when taking as many areas as possible is needed, and diplomacy can help avoid the second battle.
Depending on the group of neutrals, I have found it's not that unusual to try and recruit them (mostly for larger groups of neutrals that consist of at least 1 or 2 Dragons or Giants, especially, as those can be a bear to fight).
