The two "at the beginning of the game" objectives are evil objectives that FORCE you to discard them and redraw (because they'd be too easy without them).
There are a few good objectives that give you the OPTION to discard and redraw if certain conditions are not true "right now", because they would be hard/impossible to achieve. "Support of the Giants", "Support of the Dragons", and "Spread the Good Word" all give you this option.
