Then don't play the card in that situation. It's a pretty rare situation anyway (I rarely see a player with 0 influence and 0 tactics cards). Having a card that has no effect in a niche situation doesn't make the card itself useless - it's still a very useful card overall.
When playing Blackmail, I rarely expect it to actually block the attack. Once in awhile it might, but usually it's just a way to make the attack a little more painful for the active player. I don't think Blackmail was ever intended to be a card that stops attacks more often than not.
