How is it useless? The only time it would be useless would be if the person you want to play it on has 0 influence and 0 cards, which is a very rare situation. Even if they only have 1 card and/or one influence, it's still a very useful card. Most of the time, the player is going to choose to stay and fight, but they are going to lose what they have, and having 0 influence left afterwards can really hurt when a bid comes around, and having 0 tactics cards also hurts because now nobody has to fear what tricks you might have up your sleeve (and often if you only had one card in your hand, it was one you wanted to save).

Of course, your group is welcome to house rule it, but I strongly disagree this ruling makes the card "useless", even when the player doesn't have 2 influence or 2 cards. Pretty much every time I've seen this card played, the target has to really make a tough choice.
