I almost always forget this rule and regardless have a great time playing. However, Tactics cards are splashy, situational, and can be massively effective.Now I can't wait to play with this rule in effect. Might keep our resident Uthuk player at bay with his primary strategy of pulling as many Tactics cards as possible.
