Yes. Be careful, though, it's not necessarily a sure win. The opponent can still play cards to throw a wrench in the works. Two examples:

1) If he plays a Rally Cry right before the battle, he'll get to stand up 4 of his units to participate in the battle.

2) If he plays a Summon Lightning card, he'll deal 4 damage to you. If you only brought one unit with you, it would die, and your strength would now be 0, and the defender wins ties. (A Giant has 5 health and wouldn't necessarily die, but you can't bring a lone Giant into a battle anyway, it must be accompanied by your own unit).

What's more, since his previously-routed units don't participate in the battle, his own units will take no damage from this.

(Any previously routed units do not participate in the battle, unless you stand them up BEFORE the battle with a Rally Cry or something. It still counts as a battle, though, even if no opposing units end up participating).

2. If a city is destroyed through a Raze a City card or another means, does that mean you can now build a stronghold there? Basically, does the destroyed city still count as a "city" in terms of the Fortify card (which says you cannot build a stronghold in an area with a city)? We have been playing that you cannot build a stronghold in a hex with a destroyed city, but this could drastically change gameplay if I'm interpreting this wrong.

You CAN build a Stronghold in an area with a destroyed city, as mentioned above. The only exception to this is with the expansion, in Tile 12; you can never build a stronghold in that tile, city or no city.
