What do you mean by double or triple move? While the Pegasi are definitely mobile, if the enemy is leaving empty spaces behind his front line, I think he's hurting himself, because he could risk losing a bunch of resources. Usually you'll want at least one unit in those areas so they stay under your control, and even 1 unit can slow down these raiding parties significantly.
So next question : no hero or tactic card can get you the runes the opponent has accumulated?
Not directly, no. About the closest are the "Threatened Home Realms" season card and the "Favor of the Thieves Guild" tactics card, but even they may only be marginally useful depending on the board layout.
