It's because the new sheets are a thinner cardboard than the original. In the original, the sheets were the same type of cardboard as the map tiles, etc; thus, the little plastic rivet thing that holds the arrow to the sheet was snug enough with just the arrow and the sheet. With the revised edition, it's a thinner sheet, so the washer was added to make the fit "snug" again; without it, the rivet would be very loose.
Oh yeah, sure... that makes sense! Totally forgot about the new sheets. So they are just in there because they didn't want to make new plastic dial connectors? :)
